Emissions Strategy for London Taxis
Revised implementation date

 
PCO Notice 32/04 announced the timetable for implementing the Mayor’semission strategy for London taxis. This notice announces an amendment to that timetable.

Discussions and correspondence with trade associations and individuals affected by the strategy have confirmed general support for the principles underlying the strategy. They have, however, highlighted concerns about the timescale for implementation, the limited range of optionsavailable, and the lack of adequate field trials. In particular, the feedback obtained from exhibitors and attendees at the recent Emissions Technology Fair held at the PCO has served to further inform the PCO.

Implementation has now been postponed by 12 months with completion by 30 June 2008. Both pre-Euro and Euro 1 vehicles will now need to be of Euro 3 emission standard for NOx and PM10 by 30 June 2007 and Euro 2 vehicles by June 2008. The revised timetable in detail is as follows.

 
Phase 1
As of 1 July 2006 all taxis of a Pre-Euro or Euro 1 standard will, when presented for their annual licensing inspection, be required to have either PCO/Energy Saving Trust (EST) approved emissions reduction equipment fitted or an approved conversion to run on an alternative fuels such that they meet Euro 3 emission standards for NOx and PM10.

The vehicles required to have such systems fitted* are as follows:

 
LTI - any vehicle first registered prior to 16.9.98
(up to chassis number 102767)**; and,
Metrocab - any vehicle first registered prior to 4.12.97
(up to chassis number 107175)**
 
Phase 2
As of 1 July 2007 all taxis that are of a Euro 2 emissions standard will, when presented for their annual licensing inspection, be required to have either PCO/EST approved emissions reduction equipment fitted or an approvedconversion to run on alternative fuels as a requirement of licensing.

The vehicles required to have such systems fitted* are as follows:
 
LTI - any vehicle first registered between 16.9.98 and 1.2.2002
(between chassis numbers 102767 and 15000)**
Metrocab - any vehicle first registered between 4.12.97 and 29.3.2000
(between chassis numbers 107175 and 108731)**
 
Notes:
* Vehicles that have already undergone an approved LPG conversion or have been
re-engined to Euro 3 standard or better will not be required to have emission reduction
equipment fitted as they will already meet the required standards for NOx and PM10.
** The relevant vehicle manufacturers have supplied the data relating to vehicle
registration dates and chassis numbers that have been included above.
 
No vehicle will be licensed after 30 June 2008 unless it is of Euro 3 emission levels or better.
 
The purpose of the postponement is to allow
    > completion of field trials
    > the development and approval of further systems thereby providing greater choice
    > more time for preparations by manufacturers and suppliers
 
more time for cab owners to adjust their business plans.The environmental charge of 20p per journey proposed as part of this year’s tariff change (and referred to in PCO Notice 32/04) will be implemented as planned with effect from 2 April 2005.

Cab owners who wish to modify their vehicles in advance of the deadlines are encouraged to do so.

Following the success of the Emissions Technology Fair, it is hoped to hold a further similar event later in the year by which time development work and field trials will have progressed.

Metrocabs
 
PCO Notice 09/05, published on 15 March 2005, announced the timetable for implementing the Mayor’s emission strategy for licensed London taxis. In support of that strategy, trials and independent assessment by the Energy Saving Trust of various emission reduction technologies have been in progress for the past few months with the assistance of some large London taxi fleet operators. These trials have been assessing, under normal taxi working conditions, the ability of the various systems to reduce (and maintain) taxi emissions to the required Euro 3 standard when fitted to different models of licensed London taxi, and their durability in service.
 
Metrocabs
 
Emission technology providers have developed viable solutions for the greater proportion of the current London fleet, namely LTI Fairway and TXI vehicles, and it is expected that the owners of such vehicles will have several options available to them in order that they can comply with the Mayor’s strategy. Solutions for Metrocabs have not yet been adequately tested or approved in time for the commencement of Phase 1 of the strategy. A revised timetable for Metrocabs only has, therefore, been agreed.

As of 1 July 2007 any Metrocab taxi that is of a Pre-Euro, Euro 1 or Euro 2 standard will, when presented for their annual licensing inspection, be required to have either PCO/EST approved emissions reduction equipment fitted or an approved conversion to run on alternative fuels as a requirement of licensing. It is expected that Metrocab owners will have a choice of technology available to them by this time.

The effect of this revision is to defer by 12 months the requirement that pre-Euro and Euro 1 Metrocabs are Euro 3 compliant.

As systems will be available for LTI vehicles there is no change to the timetable previously published in respect of Fairways and TX1s. All taxis, whether manufactured by LTI or Metrocab, will still be required to be Euro 3 compliant by July 2008.

Proprietors are advised not to expect any further revisions to the timetable for implementing the emissions strategy for which drivers have been receiving a 20p fare supplement per journey since April 2005.
